Even if the user is simply on the chats page and scrolling through a lot of chats, the user will be displayed online. The online status will also appear even if the user has left WhatsApp on and their screen is actually on. But, it does not necessarily mean that the user is chatting along with someone. It means that the app is actually running in the foreground and has an active internet connection. The online status on WhatsApp basically indicates that the user is currently via the app. This is actually the most common assumption whenever dealing with online statuses.
